如何做好重特大道路交通事故預防工作

    近年(nian)來,隨著社(she)會的不斷******和發展,機(ji)動(dong)車輛作為一(yi)種快捷、方便(bian)的交(jiao)通(tong)(tong)(tong)工具大(da)量擁入社(she)會,機(ji)動(dong)車擁有(you)量飛速增加,也帶來了道路交(jiao)通(tong)(tong)(tong)事(shi)(shi)(shi)故的不斷發生,群死(si)群傷事(shi)(shi)(shi)故逐(zhu)年(nian)呈上升趨勢。面對嚴峻(jun)的交(jiao)通(tong)(tong)(tong)安(an)全形勢,如何建立起預(yu)防群死(si)群傷交(jiao)通(tong)(tong)(tong)事(shi)(shi)(shi)故的新機(ji)制,是擺(bai)在公安(an)交(jiao)通(tong)(tong)(tong)管理部(bu)門面臨的一(yi)項十(shi)分(fen)緊迫的任(ren)務。下面,現結合“三個不發生”創建活動(dong)、“四(si)個攻堅戰”行動(dong),***重特大(da)交(jiao)通(tong)(tong)(tong)事(shi)(shi)(shi)故預(yu)防工作談以下看法。

一(yi)、重特(te)大交通事(shi)故發生(sheng)的原因分析

(一)急(ji)劇(ju)增長的(de)(de)(de)(de)道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)需(xu)求與發(fa)(fa)展(zhan)(zhan)相(xiang)對滯后(hou)的(de)(de)(de)(de)道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)基(ji)礎設(she)施(shi)之間的(de)(de)(de)(de)矛(mao)盾日(ri)益突出,加之公(gong)路(lu)(lu)(lu)(lu)(lu)(lu)貿易、馬路(lu)(lu)(lu)(lu)(lu)(lu)市場、自發(fa)(fa)攤區等非交(jiao)(jiao)通(tong)(tong)行為占道(dao)(dao)(dao)(dao)(dao)(dao)(dao)以及道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)重復(fu)挖(wa)掘、施(shi)工等因素(su),在客觀(guan)上(shang)降(jiang)低了道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)的(de)(de)(de)(de)使用率,使原本(ben)已趨于飽和的(de)(de)(de)(de)道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)形勢更加嚴峻。主要表現為:道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)混合(he)交(jiao)(jiao)通(tong)(tong)、密集的(de)(de)(de)(de)交(jiao)(jiao)通(tong)(tong)沖突點、摩托車、電動車遍布城鄉、道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)基(ji)礎設(she)施(shi)發(fa)(fa)展(zhan)(zhan)緩慢、公(gong)路(lu)(lu)(lu)(lu)(lu)(lu)智能(neng)交(jiao)(jiao)通(tong)(tong)技術含量低、通(tong)(tong)行能(neng)力小(xiao),尤(you)其是山區公(gong)路(lu)(lu)(lu)(lu)(lu)(lu)彎(wan)多、彎(wan)急(ji)、坡(po)陡(dou)、路(lu)(lu)(lu)(lu)(lu)(lu)窄(zhai)、平整度差,很(hen)多線路(lu)(lu)(lu)(lu)(lu)(lu)超負荷運(yun)行,路(lu)(lu)(lu)(lu)(lu)(lu)網(wang)布局(ju)不(bu)合(he)理,交(jiao)(jiao)通(tong)(tong)安(an)全基(ji)礎設(she)施(shi)匱乏,造(zao)成道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)整體建設(she)不(bu)配套、不(bu)成比(bi)例。上(shang)述因素(su),都加劇(ju)了道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)運(yun)行的(de)(de)(de)(de)緊(jin)張局(ju)面(mian),客觀(guan)上(shang)影(ying)響了道(dao)(dao)(dao)(dao)(dao)(dao)(dao)路(lu)(lu)(lu)(lu)(lu)(lu)的(de)(de)(de)(de)安(an)全暢通(tong)(tong)。

(二(er))道路交(jiao)(jiao)通安(an)(an)全(quan)(quan)(quan)責任制不(bu)(bu)落實,是(shi)(shi)引發事故的(de)一個重要(yao)原因。隨著(zhu)客運交(jiao)(jiao)通企(qi)業(ye)的(de)戰略性改組和(he)資產優(you)化(hua),道路客運體制呈現多(duo)元化(hua)組合(he),大(da)部(bu)(bu)(bu)分(fen)客運企(qi)業(ye)呈現多(duo)元化(hua)組合(he),客運單位車(che)(che)(che)(che)輛(liang)(liang)采用控購、掛靠、承包、租憑等(deng)經(jing)營(ying)管(guan)理模式,可是(shi)(shi)安(an)(an)全(quan)(quan)(quan)管(guan)理配套(tao)措(cuo)施卻未及時跟上,甚(shen)至出現安(an)(an)全(quan)(quan)(quan)管(guan)理配套(tao)措(cuo)施形同虛設的(de)現象(xiang)。部(bu)(bu)(bu)分(fen)客運車(che)(che)(che)(che)主(zhu)(zhu)受******利益的(de)驅動(dong),不(bu)(bu)顧車(che)(che)(che)(che)輛(liang)(liang)技(ji)術(shu)保養和(he)車(che)(che)(che)(che)輛(liang)(liang)安(an)(an)全(quan)(quan)(quan)維護等(deng)投入,片面地追(zhui)求(qiu)短期的(de)經(jing)濟收入,搞“掠奪性”經(jing)營(ying),有章不(bu)(bu)循,超載、超速和(he)“病車(che)(che)(che)(che)”上路現象(xiang)較為嚴重。另(ling)一方面是(shi)(shi)個體客運車(che)(che)(che)(che)輛(liang)(liang)交(jiao)(jiao)通安(an)(an)全(quan)(quan)(quan)管(guan)理失(shi)控。首先(xian)表(biao)現在(zai)個體車(che)(che)(che)(che)輛(liang)(liang)層次(ci)低、類(lei)型(xing)繁雜(za)、車(che)(che)(che)(che)輛(liang)(liang)性能差、技(ji)術(shu)狀況不(bu)(bu)符合(he)標準、安(an)(an)全(quan)(quan)(quan)隱患(huan)大(da);其次(ci),部(bu)(bu)(bu)分(fen)客運車(che)(che)(che)(che)主(zhu)(zhu)是(shi)(shi)貸(dai)(dai)款購車(che)(che)(che)(che),為了早(zao)還貸(dai)(dai)款,晝夜兼(jian)職、多(duo)拉(la)快跑、只用不(bu)(bu)修,導(dao)致車(che)(che)(che)(che)輛(liang)(liang)長(chang)期超負荷運行;再次(ci),部(bu)(bu)(bu)分(fen)客運車(che)(che)(che)(che)主(zhu)(zhu)和(he)車(che)(che)(che)(che)輛(liang)(liang)駕駛(shi)員(yuan)居住分(fen)散,長(chang)年(nian)奔(ben)波在(zai)外,行蹤不(bu)(bu)定、成分(fen)復(fu)雜(za),加之(zhi)大(da)部(bu)(bu)(bu)分(fen)駕駛(shi)員(yuan)是(shi)(shi)臨時雇聘(pin)、流動(dong)性大(da)、法制觀(guan)念和(he)交(jiao)(jiao)通安(an)(an)全(quan)(quan)(quan)意識比較淡薄,管(guan)理難(nan)度大(da)。

(三(san))部分交(jiao)通參與者的交(jiao)通法制觀念不強(qiang),自(zi)覺遵守(shou)交(jiao)通安全法規的意識十分淡薄。城鄉騎摩托車(che)、電動車(che)、自(zi)行車(che)的人(ren)以(yi)及(ji)行人(ren)沒有各行其道(dao)(dao),隨意穿(chuan)插、變道(dao)(dao)、不走斑(ban)馬線、突然猛(meng)跑、截頭猛(meng)拐(guai)、爭道(dao)(dao)搶行、逆行等現象(xiang)屢禁不止。

(四)道路交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)安(an)全管(guan)(guan)(guan)理(li)(li)(li)工作存在(zai)薄弱環節,表現在(zai):(1)基(ji)層警力嚴重不足,執勤(qin)執法裝備相(xiang)對(dui)(dui)落后(hou),管(guan)(guan)(guan)理(li)(li)(li)措施單(dan)一、不科(ke)(ke)學,部(bu)分路段處于交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)管(guan)(guan)(guan)控的(de)盲區(qu);(2)道路交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)基(ji)礎設(she)施建(jian)設(she)相(xiang)對(dui)(dui)滯(zhi)后(hou);(3)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)管(guan)(guan)(guan)理(li)(li)(li)的(de)整(zheng)體(ti)科(ke)(ke)學技術含量低,智能化交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)管(guan)(guan)(guan)理(li)(li)(li)的(de)普及率(lv)較(jiao)低;(4)道路交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)事故(gu)群防群治(zhi)、綜(zong)合(he)(he)治(zhi)理(li)(li)(li),以及社會化交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)管(guan)(guan)(guan)理(li)(li)(li)的(de)各(ge)(ge)項措施沒有******落實到(dao)位;(5)政府各(ge)(ge)相(xiang)關(guan)部(bu)門(men)在(zai)道路交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)管(guan)(guan)(guan)理(li)(li)(li)整(zheng)體(ti)規劃和(he)部(bu)署等方面缺乏溝通(tong)(tong)(tong)合(he)(he)作,單(dan)打一或只考慮本部(bu)門(men)利益的(de)現象(xiang)時有發生;(6)道路交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)基(ji)礎設(she)施建(jian)設(she)以及道路交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)安(an)全管(guan)(guan)(guan)理(li)(li)(li)總(zong)體(ti)評估工作,還沒有******納入政府議事日程。

二、做(zuo)好重特大道路交(jiao)通事(shi)故預防工作的建議(yi)

一(yi)要抓好農(nong)村(cun)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)安(an)全(quan)管(guan)理(li)(li)(li)。要迅速(su)扭轉農(nong)村(cun)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)安(an)全(quan)漏管(guan)失控(kong)的(de)局(ju)面,大力(li)推進(jin)農(nong)村(cun)道(dao)路交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)安(an)全(quan)綜(zong)合治理(li)(li)(li)網絡建(jian)設(she),依托鄉(xiang)(鎮、街道(dao))政府駐地(di)、交(jiao)(jiao)(jiao)警(jing)中隊(dui)、農(nong)機監理(li)(li)(li)站(zhan)、派出(chu)所等(deng),在每(mei)個鄉(xiang)(鎮、街道(dao)),建(jian)立(li)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)管(guan)理(li)(li)(li)服務站(zhan),落實鄉(xiang)鎮政府的(de)屬地(di)監管(guan)責任。依托專兼(jian)職交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)安(an)全(quan)管(guan)理(li)(li)(li)員(yuan)、協(xie)管(guan)員(yuan)隊(dui)伍,負(fu)責開展交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)安(an)全(quan)宣傳教育(yu),建(jian)立(li)機動(dong)車和(he)駕駛人臺賬,對交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)違法行(xing)為(wei)進(jin)行(xing)勸導,向(xiang)派出(chu)所或農(nong)機監管(guan)部(bu)門提供交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)事故(gu)、交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)違法行(xing)為(wei)和(he)道(dao)路隱患(huan)信(xin)息,形成覆蓋農(nong)村(cun)地(di)區的(de)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)安(an)全(quan)管(guan)理(li)(li)(li)網絡。要想方(fang)設(she)法加(jia)大交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)管(guan)理(li)(li)(li)的(de)科(ke)技(ji)投入,加(jia)快******科(ke)學(xue)技(ji)術(shu)、設(she)施裝備和(he)管(guan)理(li)(li)(li)手段(duan)的(de)開發與應用,提高(gao)農(nong)村(cun)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)執法管(guan)理(li)(li)(li)的(de)科(ke)技(ji)含量,努力(li)實現對農(nong)村(cun)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)狀況的(de)及時(shi)控(kong)制(zhi),通(tong)(tong)(tong)(tong)(tong)(tong)過(guo)各種渠道(dao)向(xiang)廣大農(nong)村(cun)群眾定期(qi)通(tong)(tong)(tong)(tong)(tong)(tong)報交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)、發案情(qing)況,分析(xi)防(fang)范(fan)對策,調動(dong)群眾增強開展交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)事故(gu)和(he)治安(an)防(fang)范(fan)工作(zuo)的(de)積極性,實現農(nong)村(cun)地(di)區安(an)全(quan)防(fang)范(fan)網絡建(jian)設(she)的(de)科(ke)學(xue)化。

二(er)要(yao)(yao)抓好交(jiao)通(tong)秩序整(zheng)治(zhi)。90%以上(shang)的(de)交(jiao)通(tong)事故(gu)是由交(jiao)通(tong)違(wei)法(fa)(fa)行(xing)(xing)(xing)為(wei)引(yin)(yin)發(fa)(fa)的(de),要(yao)(yao)認真(zhen)分析容易引(yin)(yin)發(fa)(fa)重特大(da)(da)道(dao)路交(jiao)通(tong)事故(gu)的(de)******交(jiao)通(tong)違(wei)法(fa)(fa)行(xing)(xing)(xing)為(wei),對嚴(yan)(yan)(yan)(yan)重交(jiao)通(tong)違(wei)法(fa)(fa)行(xing)(xing)(xing)為(wei)一律實行(xing)(xing)(xing)“零容忍”,加大(da)(da)日常交(jiao)通(tong)執(zhi)法(fa)(fa)力(li)度(du)(du)。嚴(yan)(yan)(yan)(yan)格落(luo)實客(ke)貨(huo)運車輛(liang)及(ji)駕駛(shi)人(ren)交(jiao)通(tong)事故(gu)、交(jiao)通(tong)違(wei)法(fa)(fa)行(xing)(xing)(xing)為(wei)通(tong)報制度(du)(du),制定客(ke)貨(huo)運車輛(liang)和(he)駕駛(shi)人(ren)嚴(yan)(yan)(yan)(yan)重違(wei)法(fa)(fa)行(xing)(xing)(xing)為(wei)舉報獎勵辦法(fa)(fa)。嚴(yan)(yan)(yan)(yan)格落(luo)實客(ke)運車輛(liang)凌晨2至5時禁(jin)行(xing)(xing)(xing)制度(du)(du)。針對秋季雨霧等惡劣天氣增多的(de)特點,加大(da)(da)對“三超一疲勞”、酒后駕駛(shi)、不按規定車道(dao)行(xing)(xing)(xing)駛(shi)、違(wei)法(fa)(fa)占用應急車道(dao)、遮擋號牌等嚴(yan)(yan)(yan)(yan)重交(jiao)通(tong)違(wei)法(fa)(fa)行(xing)(xing)(xing)為(wei)的(de)整(zheng)治(zhi)力(li)度(du)(du),始終保持(chi)嚴(yan)(yan)(yan)(yan)管態勢,發(fa)(fa)現(xian)(xian)一起(qi)查處一起(qi),并依照法(fa)(fa)律、法(fa)(fa)規嚴(yan)(yan)(yan)(yan)格按照上(shang)限處罰,加大(da)(da)打擊和(he)震懾力(li)度(du)(du)。要(yao)(yao)有效(xiao)整(zheng)合和(he)優化(hua)科(ke)技資(zi)源(yuan),******限度(du)(du)地發(fa)(fa)揮交(jiao)通(tong)監控設備、移動電子(zi)警察、酒精檢測(ce)儀(yi)、測(ce)速儀(yi)等科(ke)技裝備的(de)整(zheng)體效(xiao)能,加大(da)(da)非現(xian)(xian)場(chang)執(zhi)法(fa)(fa)力(li)度(du)(du)。

三要抓好******車(che)輛(liang)管(guan)理。******加強(qiang)對(dui)客(ke)運(yun)、旅游包車(che)、危(wei)險品運(yun)輸車(che)、校車(che)和(he)(he)農村面包車(che)等(deng)******車(che)輛(liang)管(guan)理,嚴(yan)(yan)格落實(shi)客(ke)運(yun)車(che)輛(liang)“八必查(cha)(cha)”、危(wei)化品運(yun)輸車(che)輛(liang)“七必查(cha)(cha)”和(he)(he)貨運(yun)車(che)輛(liang)“六必查(cha)(cha)”要求;在(zai)(zai)源頭上(shang)要嚴(yan)(yan)格客(ke)運(yun)企業(ye)和(he)(he)客(ke)運(yun)場站(zhan)的(de)出(chu)站(zhan)檢查(cha)(cha),確保安全的(de)車(che)、合(he)(he)(he)格的(de)人出(chu)場出(chu)站(zhan),嚴(yan)(yan)格落實(shi)GPS動(dong)態監控,確保GPS開啟(qi)、在(zai)(zai)線,監控臺24小時專(zhuan)人值守,及時發現、提(ti)醒(xing)(xing)、糾正超員、超速、疲勞(lao)駕駛等(deng)行為(wei);在(zai)(zai)車(che)上(shang)要加強(qiang)督促提(ti)醒(xing)(xing),確保司乘人員按規定使(shi)用安全帶,應(ying)急(ji)逃生通道暢(chang)通,切(qie)實(shi)落實(shi)部門監管(guan)和(he)(he)企業(ye)主(zhu)體責(ze)任。貨車(che)整治不能放松。要繼續嚴(yan)(yan)厲(li)查(cha)(cha)處貨車(che)交通違法(fa)行為(wei),規范貨車(che)通行秩序,堅持車(che)輛(liang)登記地(di)(di)與實(shi)際使(shi)用地(di)(di)結(jie)合(he)(he)(he)、車(che)駕管(guan)與路面結(jie)合(he)(he)(he)、網上(shang)與網下結(jie)合(he)(he)(he)、平時與集中行動(dong)結(jie)合(he)(he)(he),把貨車(che)整治推向深入。

四要(yao)抓(zhua)好道(dao)路(lu)(lu)(lu)隱(yin)(yin)(yin)患(huan)(huan)整治。要(yao)結合(he)深(shen)化(hua)道(dao)路(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)(tong)“平安行(xing)(xing)·你我他”行(xing)(xing)動,以交(jiao)(jiao)通(tong)(tong)(tong)流量大、安全(quan)(quan)設施(shi)缺(que)乏(fa)、安全(quan)(quan)隱(yin)(yin)(yin)患(huan)(huan)較多(duo)的(de)高速(su)(su)公(gong)(gong)路(lu)(lu)(lu)、國省(sheng)道(dao)和縣鄉道(dao)路(lu)(lu)(lu)為(wei)管(guan)理******,結合(he)道(dao)路(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)(tong)安全(quan)(quan)大檢查活(huo)動,主動聯合(he)安監、交(jiao)(jiao)通(tong)(tong)(tong)運輸、公(gong)(gong)路(lu)(lu)(lu)等部門,對道(dao)路(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)(tong)安全(quan)(quan)隱(yin)(yin)(yin)患(huan)(huan)排查整改情況進(jin)行(xing)(xing)一次大排查。對安全(quan)(quan)隱(yin)(yin)(yin)患(huan)(huan)突出的(de)******路(lu)(lu)(lu)段(duan),要(yao)增派警力,落實24小時管(guan)控(kong)(kong)(kong)制度,嚴防死守(shou),確(que)(que)保不(bu)失(shi)控(kong)(kong)(kong)、不(bu)漏管(guan)。要(yao)切實加(jia)強高速(su)(su)公(gong)(gong)路(lu)(lu)(lu)安全(quan)(quan)管(guan)理,針(zhen)對秋冬季節高速(su)(su)公(gong)(gong)路(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)(tong)事故(gu)特點及流量變化(hua)規(gui)律,明確(que)(que)******管(guan)控(kong)(kong)(kong)路(lu)(lu)(lu)段(duan),把加(jia)強出入(ru)口、服務區(qu)的(de)靜態(tai)管(guan)理和路(lu)(lu)(lu)面動態(tai)管(guan)控(kong)(kong)(kong)有(you)機結合(he)起(qi)來,進(jin)一步凈化(hua)高速(su)(su)公(gong)(gong)路(lu)(lu)(lu)行(xing)(xing)車(che)環境,確(que)(que)保高速(su)(su)公(gong)(gong)路(lu)(lu)(lu)行(xing)(xing)車(che)安全(quan)(quan)。以夜間、凌晨、午后等道(dao)路(lu)(lu)(lu)交(jiao)(jiao)通(tong)(tong)(tong)事故(gu)多(duo)發時段(duan)為(wei)******,科(ke)學調整勤務模式(shi),合(he)理調配警力,加(jia)強對這些時段(duan)的(de)******管(guan)控(kong)(kong)(kong)。
